James Hill. Jr. “Butch” was born on January 17, 1938 in Institute, West Virginia. He was one of a few students who attended elementary, high school, college and graduate school, all on the campus of WVSC (University).

Butch entered “State” in the summer of 1957 and joined the swim team that same year. He excelled as a free style sprinter and diver. The “State” Swim team won their first meet in six years in 1957. In that first winning swim meet, Butch was the high point scorer earning him first place in the four by 100 yard free style relay and second place in 50 yard free style sprint. He continued to score in every meet the swim team competed in during his time at “State”.

Butch served 2 years in the U. S. Army as a Medical Corpsman. After graduating, Butch served as the Tutorial Supervisor for the Special Services Program at “State”. During that time he became the First Commander of the initial American Legion Post organized on a college campus. The majority of his working career was with E. I Du Pont De Nemours; where he was employed as a State and Federal Regulatory Specialist for EPA. While at Du Pont, Butch was responsible for implementing a program that provided a fair and impartial environment for individuals to be promoted into supervisory positions.

After retirement from Du Pont, Butch was employed as the State Recycling Coordinator for the WV Division of Natural Resources. During his tenure with the DNR, Butch was elected to 2 terms as the President of the Mid Atlantic Consortium of Recycling and Economic Development Officials.

As part of his civic responsibilities, he has served for 15 years as a member of the Salvation Army Advisory Board and is presently a proud member.
