“Colonel” Quewanncoii (Que) Casanova Stephens, Sr., is currently the Community Resource Supervisor for the Division of Juvenile Services for the State of West Virginia where he has served since July of 2000.
“Colonel Que” has been an assistant coach at West Virginia State since the 1986 season and has never missed a football game while serving as an offensive coach, wide receivers coach, photographer, kickers coach, equipment coordinator, counselor, support staff member, and mentor.
Stephens was a Professor of Military Science at WVSU from October of 1984 until his retirement in October of 1989. Prior to becoming a professor, he served for 23 years on active duty as a Ranger, Armor Officer Company Commander, Armored Calvary Officer, Special Forces Officer, Psychological Warfare Officer, Jump Master/Master Parachutist, and Battalion Commander at two Army ROTC programs (Prairie View A & M University and West Virginia State University). He is a two-time veteran of the Vietnam War where he received a Purple Heart among other medals and awards for valor. He was appointed by Governor Gaston Caperton to the position of Executive Director of the States' Human Rights Commission (1989-1994) and later as a member of the States’ Parole Board (1994-2000).
Stephens attended Florida A & M University and received his commission as a Second Lieutenant while there. He later earned a Bachelor of Science in Social Science from Campbell College (N.C.). He received his Master's degree in Counseling and Human Resources from Boston University.
Stephens is the proud son of Emmarhaye Potts Mitchell (deceased) and the father of Lieutenant Colonel Eurydice Stephens Stanley, PhD., U S Army Retired; Quewanncoii C. Stephens, II (deceased), M.S. in Counseling; and Quinton Cy Stephens, age 26.
In his spare time, "Colonel Que" loves to take pictures, ride his motorcycle, sing (bass singer with the First Baptist Church in Charleston and the Martin Luther King, Jr., Male Chorus) , coach football, and travel.
