Recruiting Rules

1.      So,  I want to go watch a game

1.1.1.                        Who is allowed to recruit off campus - Only those that has passed the recruiting test Bylaw 13.1.2.1.1 page 41 and 11.6.1.1 page 21

1.1.2.                        You better look at your calendar, especially if you Coach the sports of Football or Basketball and there are Dead Periods for all Sports.

1.1.3.                        The recruiting calendar limits contacts, quiet, and evaluations for the sports of Football and Basketball only and sets DEAD Periods throughout the school year.

2.     
RECRUITING PERIODS

2.1.   CONTACT IS DEFINED AS - Any face-to-face encounters between a prospect and the prospects, parents, or legal guardians and institutional staff member or athletics representative, where dialogue occurs in excess of an exchange in greeting. Its the time when you can make in the person, off-campus recruiting contacts & evaluations[A1] . You are allowed unlimited contacts 13.1.6 page43 as long as it is after June 15 preceding the prospects junior year

2.2.   EVALUATION IS DEFINED AS - Is any off campus activity designed to assess the academic qualifications or athletics ability of a prospect. You have unlimited amount of evaluations – only effects Applies to all sports

2.3.   QUIET PERIOD IS DEFINED AS - The time when prospects can come to campus and see you, but you cannot leave campus. Football & basketball

2.4.   DEAD PERIOD IS DEFINED AS - You cant go and see the student They cant come and see you.

2.4.1.1.    You can still call and write during a dead period


3.     
WHO IS A PROSPECT? DEFINE RECRUITED

3.1.   What makes a prospect recruited? Bylaw 13.02.10.1 on page 39

3.1.1.               Providing an Official Visit

3.1.2.               Having arranged, in person, off-campus encounter with the prospect or the prospects guardians.

3.1.3.               Initiating or arranging telephone contact with the prospect or prospect guardians on more than one occasion for the purpose of recruitment.

3.1.4.               Issuing an NLI or Athletic Aid agreement

3.2.   What is the definition of a prospective student-athlete? Bylaw 13.02.9 page 39

3.2.1.                            Is a student has started the ninth grade or if the institution has done any special financial assistance or other benefits that the institution does not provide to prospective student generally. You are a prospective student-athlete until one of the following occurs

3.2.2.                            Student officially enrolls and registers for a full- time program of studies during a regular term or the individual participates in a regular squad practice or competition at a four-year college.


4.     
I am at the game or practice, what can I do

4.1.   Bylaw 13.1.7 on page 44

4.1.1.                        Evaluate the player before and during the game

4.1.2.                        You cannot pass notes through a third party or directly to the student.

4.2.   In sports other than Football and Basketball, you can make a contact with the recruit, parent or guardians after they have been released from the dressing area by the coach. You cannot talk to the parent or guardian while recruit is playing.

4.3.   In sports other than football and basketball, I can make contact once the prospect is released by the coaching staff. Football and Basketball must be in contact period.

4.4.   Bylaw 13.10.2 page 56 - Student that signed – new rule - An institutional coaching staff member may contact a prospective student-athlete and/or his or her relatives or legal guardians at any site on the day or days of competition, provided the prospective student-athlete has signed a National Letter of Intent or written offer of admission and/or athletically related financial aid with the coach's institution.  (Adopted: 1/18/14)

4.5.   What if I am at a tournament 13.1.7.2?

4.5.1.1.    If it is a one-day or multiple day-tournament, you cannot make contact until recruits team is finished for the day.

4.5.1.2.    If it is a tournament, where the student goes home during segments, then you can talk after the event. (Sectional/Regional/State)


5.     
I WANT TO START CALLING & WRITING THE PROSPECT

5.1.   I’ve gone to the game, now I want to call the prospect

5.2.   Who is allowed to call from my staff Any Coaches & College Personnel Bylaw 13.1.3.3.1 page 43

5.3.   Who is not allowed to call - Current student athletes & Representatives of athletic interest (Booster). Bylaw 13.1.3.4.1 page 43 and 13.1.3.4.2 page 43

5.4.   Whom and When am I allowed to call or make a contact - Starting June 15 immediately preceding her/his junior year all sports, you can call the recruit and make contact. Bylaw 13.1.3.1 page 42

5.5.   How often can I call unlimited starting June 15 preceding her/his Junior year

5.6.   Bylaw 13.1.3.5 page 43  1-800 Numbers & Collect are legal

5.6.1.1.    Collect Calls are always receivable

5.6.1.2.    You can take a call from a Freshman or Sophomore, you just cannot return a call, email, or text

5.7.   I am now recruiting the prospect, what can I send them through the mail and when can I start to write them

5.8.   You  can start to write them on June 15 immediately preceding their Junior year

5.9.   What recruiting materials cannot be sent - No Video Tape / High light Film/ DVD. Bylaw 13.4.5 page 42


6.     
BRINGING THE PSA TO CAMPUS OFFICIAL VISIT

6.1.   I now have them interested. I want to bring them for an Official Visit Bylaw 13.6.1 page 51

6.2.   Official Visit Regulations

6.3.   How many Officials Visits to WVSU – ONE

6.4.   Who can come on an official visit Senior’s, Prep, JC and four-year transfer after permission granted.

6.5.   High School senior can come on official visit opening day of classes their senior year bylaw 13.1.6.2 page 51

6.6.   What is needed prior to the visit and the length of the visit?

6.6.1.               Prospect must apply with the NCAA Eligibility Center

6.6.2.               TRANSCRIPTS Official or Unofficial needed.

6.6.3.               Prospect must be placed on the Institutions Request List with the Eligibility Center

6.6.4.               The length of the visit - 48 hours once they get to campus

6.7.   Who can we entertainment? The prospect, parents or legal guardians

6.8.   What are the rules for entertaining?

6.8.1.               We can leave five tickets for the prospect 13.6.6.2 page 52

6.8.2.               We can entertain in a 30-mile radius of the institution.

6.8.3.                        We can make arrangement for special parking.

6.8.4.                        We can feed the prospect and parents or guardians at a comparable rate to student life

6.8.5.                        We can house them in a hotel.

6.9.   We can have a Try-Out and that is One Tryout per sport as long as their sport is not in the term they participate in the sport per Bylaw 13.11.1 page 57

6.9.1.                                                     We must have permission to recruit for a 4yr college student. HS student has to no be in season per there state regulations.

6.9.2.                                                     The tryout can last two hours. Current team members can scrimmage the recruits.

6.10.                                                                         NEW Rule – as long as they have not started official practice or after their season is completed

6.10.1.                   Sickle  Cell  Test,  Medical  Examination  or Physical on file with in the last six months

6.10.2.                   Junior College tryout must have exhausted JC eligibility

6.11.                    Student hosts rules bylaw 13.6.6.5 page 52

6.11.1.                   We can give a student host $30.00 for one student. If the student has more than one recruit, $ 15.00 each additional students

6.11.2.                   Money cannot be used for tangible items

6.11.3.                   Non-qualifiers in their first year cannot be a host

6.11.4.                   No Vehicle

6.11.5.                   We can show them off-campus facilities w/the 30 miles


7.     
I want to bring a student for Un-Official Visit?

7.1.    Bylaw 13.7 page 53

7.1.1.                        How many un-official visits UNLIMITED can come before junior year

7.1.2.                        We can feed them on campus or we can go off campus, if the on campus facility is closed.

7.1.3.                        We cannot pay for Housing or Transportation. If we pay for either, it becomes official visit.

7.2.   They can stay with a current student athlete as long as they pay the residence hall rate

7.2.1.                        Can we entertain them - Three tickets in general seating area

7.2.2.                        We can show them off campus facilities within 30 miles

7.2.3.                        You can have academic interviews

7.2.4.                        Try-Outs are okay Same rule as official visit.

7.2.5.                        No money or vehicle to a Student host


8.     
WHAT MAKES AN OFFICIAL VISIT

8.1.   What is the difference between official & unofficial visit? Any of the following make it an official visit.

8.1.1.                        Paying for Transportation

8.1.2.                        Paying for Housing

8.1.3.                        Money for a student host to entertain


9.     
COMMON QUESTIONS

9.1.   Can a Representative of Athletics Interest Entertain a prospect - Yes on campus. Bylaw 13.01.4 page 37

9.2.   Can we entertain the coach We can only give two complimentary tickets too on campus events. Bylaw 13.8 page 54

9.2.1.                        WE CANNOT REIMBURSE TRANSPORTATION FOR A COACH

9.2.2.                        We can give No material benefits of gifts

9.3.   I am now going to sign the prospect, what can I offer?


10. 
WHAT CAN WE OFFER? WHEN?

10.1.                    One year limit Bylaw 15.6.3.1 page 134 -

10.1.1.                      Director of Financial Aid/Institutional

10.1.1.1.1.   A full grant in aid consists of tuition, fees, room and board, required courses related books, course related supplies and a day planner Bylaw 15.02.5 page 107

10.1.1.1.2.   Before a student signs an NLI or Institutional Aid Agreement, The student will receive an email from the NCAA Eligibility Center disclosing our graduation rates and NCAA Drug Testing, Amateurism, to the recruit Bylaw 13.3 page 47

10.1.1.1.3.   A copy of the prospective student athletes transcript (official/un-official) must be on file in admissions. The PSA does not have to be admit table at the time of issuance.

10.1.2.                   The offer can be made when they are juniors. Bylaw 13.9.3.2 page 56

10.2.                    An institution may indicate in writing to a prospect that an athletically related grant in aid will be offered by the institution: however, the institution may not permit the prospect to sign a form indicating her or his acceptance of such an award prior to the initial signing date in that sport in the National Letter of Intent Program


11. 
RECRUITING PUBLICITY

11.1.                    Publicity during recruiting Bylaw 13.10 page 56

11.1.1.                   The media cannot be present on a home visit

11.1.2.                   ii) The media cannot be present for a prospect visit

11.1.2.1.                       If approached by the Media and Prior to signing of a National Letter of Intent or an institution written offer of admission and/or financial aid, a member institution may comment only to the extent of confirming its recruitment of the prospect

11.1.2.2.                       We can announce publicly that a student has signed after they have signed

11.1.2.3.                       We can also make a one-time announcement for all signed recruits in a particular sport

11.1.2.4.                       When a student signs a Letter of Intent off campus, coaches cannot be present

11.1.2.5.                       A student can sign a letter of intent on campus as long as no members of the media are present


12. 
RECRUITING MULTISPORT ATHLETE

12.1.                    What if I am recruiting a multi sport athlete?

12.1.1.                   Official Visit is institutional not sport specific


13. 
WHAT ABOUT PSA ATTENDING NCAA OR NAIA OR JC INSTITUTIONS?

13.1.What if a student attending a NCAA D1, D2, or D3 contacts me? This is Bylaw 13.1.1.2 page 34

13.1.1.                   WVSU must obtain permission to recruit and must obtain permission to use the One Time Transfer

13.1.2.                   If no permission given, the student has the right to a hearing.

13.1.3.                   A transfer release is not the same as the student requesting a release.

13.2.                    No permission needed to recruit Junior College Student Athletes

13.3.                    No permission needed to recruit attending non NAIA or NAIA institution – have to send a curtsey memo to NAIA


14. 
CAMPS & CLINICS & CLUBS

14.1.                    Basketball and football can only have camps during summer vacation, unless it meets the criteria for a developmental clinic per Bylaw 13.11.3.1 page 57

14.1.1.                   If you are working a football or basketball camp, the coach is not subject to the recruiting calendar restrictions. However, a coach going to observe a camp must follow the restrictions

14.2.           If you are holding a camp or clinic at WVSU

14.2.1.         We can employ only current student athletes It must have the athletic directors approval to the student athletes employment arrangement.

14.2.2.         We cannot give free or reduced privileges to students who have started the ninth grade.

14.2.3.         Representative of athletic interests cannot pay for a prospect to attend a camp or clinic -

14.3.                    High School or Prep or JUCO all stars game

14.3.1.1.                       We can go watch and that is it. You can talk to them after released if you are in the proper recruiting period.

14.3.1.2.                       If the All Star game occurs during a Basketball or Football Quiet Period, the school must located in that state to go and watch the prospects.

14.4.                    A Volleyball, Baseball, or Softball coach can coach an AAU Team, as long as all members are within a 100 mile radius

14.4.1.                   That coach can be paid by the club and the school to recruit and coach at the same time


15. 
The No-No-No during recruiting

15.1.                            You can be friends on face book, however, no public comments with the recruit -

15.2.                    On an Official Visit, if the student signs up for class, that is a violation

15.3.                    All comments on social media must be in private between the PSA and Coach until an NLI, Athletic Aid, or Offer of Admission is properly filed.

15.4.                    Paying for anything not mentioned in this presentation, that’s a violation.

15.5.                    You cannot call a prospect during one of your games.

15.6.                    I recommend adding PSA/Recruits to the schools NCAA Eligibility Center list ASAP

15.7.                    I recommend sending transfer releases for Junior College recruits to make sure they are not lying to you.

15.8.                    Camps and Clinics can have discounts, but, they must be made public and available to all campers… “Siblings discount”

15.9.                    We can never compensate a coach based on the amount of campers they bring to the camp.

15.10.                1 Try-out per sport after June 15 of Junior year… If during the summer, cannot compete against current student-athletes. The PSA cannot be in Season per their state regulations… EXAMPLE – HS PSA Basketball could have a try-out October 15 annually vs current Team – Since they do not start practice in WV Until November 14
